Here is where shadows and those with powers are experimented on. Screaming can be heard emitting from it but since it is so far away from the city not many can hear it. Abandoned children with powers are taken hear while they use normal humans as bait to catch shadows. Hardly anyone escapes and if they do they usually can't handle the outside world. They don't care about human life here. They just care about results.
